Glock Gunsmith?

Who is a reliable and quality gunsmith that my friend could send his 17 out to , to have the following work done.

Extended Slide release installed

Extended Magazine release installed

Install night sights


Not interested in Local gunsmiths

No gunsmith is needed for that work, any armorer or parts changer ca do it. Its also fairly simple and could be done yourself.

Yep, your friend would truly be wasting his time and money to send it out to a gunsmith for 3 minutes worth of part swapping work. The best way to change the sights is with proper sight tools, but you could probably borrow them at any range or IDPA match and you could get a Glock armoer to do the work if you go to a GSSF regional match.

Any special reason you aren't interested in local gunsmiths? For that work it would almost be a waste to pay $5 to the guy behind the counter at the local gun shop and asking for "gunsmith" to do it would be massive overkill.
