1 - OK
2 - Your only option is Olympic Arms. They are not known for good QC.
3 - This requires a $200 tax and forms to be filled out and sent to the NFA branch of the ATF.
4 - OK
5 - Railed forearms, no big deal.
6 - You need to check your legal regs, to see if NY will allow SBR. I am pretty sure the answer is NO. So, yes you will need to move. I know for a fact that SBR's are legal in PA.
Build a 9MM pistol with a FULL LENGTH buffer tube.Done.
Oh,and move from NY any way.....just kidding.

Patman-
Very cool- do you usually shoot that with a sling, or by bracing against the buffer tube?
SMOKEin-
I have a 9mm RRA and like it a lot. I'm going to SBR it this year, just because I think it's cool.

It's not mine, just a picture I got off the internet.Mine will be very similar and will be done this week.Just waiting for the upper.I put the lower together yesterday and the hand guards are sitting in a box waiting for a place to be mounted.I'll post a picture when it's done.I'm hoping the upper will be here tomorrow, but probably more like Tuesday or Wednesday.
This is my 9mm AR, it is a registered SBR that is suppressed using a SWR Trident 9.

I dont believe that you can own SBR's or suppressors in NY.
I would move.
Are those YHM irons on it?I think I'm gonna go with the YHM's.
Yep, they are YHM flip-up BUIS.
However, I just removed them and sold them. This gun is a range toy only, I have other AR's that are built for more serious work, and BUIS on a range toy seemed a little over the top, even for me.
First I've heard that Oly quality is suspect. I have one and love mine. Takes all Glock mag sizes and even works (so far) 100% with crappy Schearer mags.
Cheap practice and very accurate to 125 yds(w/ my handloads).

That thing is mean!!!
Sorry for the lack of info, ill prolly go with the 16" barrel to keep johnny law happy up here.. been searching, but i think it may be better to stray from the Glock mag option.. could be a PITA getting nice big high cap's for it and trying to explain that there only for the rifle.. maybe a bushy carbine or similar is in order..
As of now, Bushmasters 9mm AR's are the Carbon series guns. I am not a fan of those either, some folks have had some serious problems with them. Although, there are alot of folks that have experienced zero issues, but I am not sold on it yet.
For a 9mm AR, Rock River is hard to beat, as it uses the Colt system as well as Colt mags. (CProducts will be releasing their 9mm mags soon, so the sticker shock of Colt mags will die.)
I like everything about the RRA 9mm guns, except the mag-block. I always recommend that people pay the premium and get a HAHN magblock.
I have a DPMS lower that I use with a RRA 9MM upper and the rra mag block. No problems at all.I use the Promag "waffle mags" and they activate the bolt hold open. It's a great set up.

Dunno who named the pic, but it's not an ARMS SIR on that pistol, it's the (better, IMO) Predator rail from POF-USA.
