NARR/REF (A) ANNOUNCED THE FY06 MARINE CORPS COMBAT MARKSMANSHIP PROGRAM (MCCMP) SYMPOSIUM. A COURSE CONTENT REVIEW BOARD WAS HELD AT THAT SYMPOSIUM TO REVIEW DATA COLLECTED SINCE IMPLEMENTATION OF TABLES 1 AND 2 OF THE MCCMP. REF (B) ANNOUNCED THE FY 06 RANGE OFFICERS SYMPOSIUM.THIS SYMPOSIUM REVIEWED TABLE 2 TEST DATA AND APPROVED CHANGES TO THE MCCMP FOR FY 07.// POC/K. M. 1. BACKGROUND. AS A RESULT OF REF (A), SIGNIFICANT CHANGES TO TABLES 1 AND 2 OF THE MARINE CORPS COMBAT MARKSMANSHIP PROGRAM (MCCMP) WERE RECOMMENDED. MONTHS OF TESTING AND VALIDATION OF THESE RECOMMENDED CHANGES WERE CONDUCTED FOLLOWING THE FY 06 MCCMP SYMPOSIUM. AS A RESULT OF REF (B), IT WAS DETERMINED THAT SUFFICIENT TEST DATA WAS COLLECTED AND VALIDATED TO IMPLEMENT CHANGES TO TABLES 1 AND 2 IN ORDER TO ENSURE THESE TABLES CONTINUE TO BUILD THE FOUNDATION NEEDED FOR A MARINE TO PROGRESS TO TABLES 3 AND 4 OF THE MCCMP.

2. IMPLEMENTATION. STARTING 05 FEB 07 THE FOLLOWING CHANGES TO TABLES 1 AND 2 OF THE MCCMP WILL BE IMPLEMENTED FOR ALL MARINES/ RECRUITS REQUIRED TO CONDUCT TABLES 1 AND 2 OF THE MCCMP.

3. CHANGE TO TABLE 1. TABLE 1 RAPID FIRE STAGES OF FIRE (200YD AND 300YD) WILL CHANGE FROM USING 2 MAGAZINES OF 5 ROUNDS IN A TIME LIMIT OF 70 SECONDS TO 1 MAGAZINE OF 10 ROUNDS IN A TIME LIMIT OF 60 SECONDS.

4. CHANGES TO TABLE 2 COURSE OF FIRE. TABLE 2 WILL NOW BE CONDUCTED IN THREE ITERATIONS (TRAINING, PREQUALIFICATION, QUALIFICATION).

C. FIRING FROM THE 50 YARD LINE FOR SHORT RANGE ENGAGEMENTS AND 200 YARD LINE FOR MOVERS ARE STILL AUTHORIZED FOR THOSE RANGES THAT CAN NOT SUPPORT 25 OR 100 YARD LINES.

5. COORDINATING INSTRUCTIONS.
A. TABLE 2 TARGETS. TABLE 2 WILL UTILIZE A ECHO SILHOUETTE TARGET (NSN 6920-00-795-1806)MODIFIED W. SCORING AREAS IN THE HEAD, UPPER CHEST, AND PELVIC GIRDLE OF THE TARGET. CONTACT THE POC OF THIS MESSAGE FOR SCORING AREA DIMENSIONS.

B. TABLE 2 SCORING. FOR THE REMAINDER OF FY 07 THE PERCENTAGE OF HITS ON TARGET WILL REMAIN AS THE OFFICIAL SCORING SYSTEM. THE POINT SCORING SYSTEM THAT WAS APPROVED FROM REF (B) WILL NOT BE IMPLEMENTED UNTIL THE START OF FY 08. RANGE PERSONNEL WILL BE RESPONSIBLE FOR CALCULATING BOTH A PERCENTAGE OF HITS FOR A SHOOTER'S OFFICIAL TABLE 2 SCORE AND A SHOOTER'S TOTAL POINTS EARNED FOR THE PURPOSE OF DATA COLLECTION IOT ASSIST MCMCOE IN DEVELOPING THE PASSING STANDARD USING THE POINTS SCORING SYSTEM. HITS WITHIN THE SCORING AREAS ARE WORTH 2 POINTS, HITS ON TARGET OUTSIDE THE SCORING AREA ARE WORTH 1 POINT, AND MISSES ARE WORTH 0 POINTS (EXCEPT FOR MOVERS STAGE OF FIRE). FOR THE MOVERS STAGE OF FIRE ALL HITS ON TARGET ARE WORTH 2 POINTS AND MISSES ARE WORTH 0 POINTS. MAXIMUM SCORE FOR TABLE 2 IS 100 POINTS.

C. PASSING TABLE 2. 75% HITS ON TARGET OR GREATER IS STILL NEEDED TO QUALIFY ON TABLE 2 WHEN FIRED AT 25 YARDS. FOR RANGES STILL FIRING TABLE 2 AT 50 YARDS DUE TO RANGE CONSTRAINTS, 50% HITS ON TARGET OR GREATER IS NEEDED TO QUALIFY ON TABLE 2. COMPLETION OF TABLE 2 TRAINING IS STILL A REQUIREMENT FOR MARINES/RECRUITS TO COMPLETE THEIR ANNUAL RIFLE TRAINING. PASSING TABLE 2 IS A REQUIREMENT FOR A MARINE TO EARN THEIR RIFLE QUALIFICATION BADGE FROM TABLE 1.

D. TABLE 2 DATA COLLECTION. ALL RANGE PERSONNEL RESPONSIBLE FOR THE CONDUCT OF TABLE 2 TRAINING ARE REQUIRED TO PROVIDE QUALIFICATION SCORES FROM THE POINTS SCORING SYSTEM TO DOCTRINE SECTION, MCMCOE FOR ALL RANGE DETAILS CONDUCTED FROM 05 FEB 07 TO 01 JULY 07. THE DATA WILL BE USED BY MCMCOE TO DETERMINE AN AGGREGATE QUALIFICATION SCORE FROM BOTH TABLES 1 AND 2. E. AGGREGATE SCORING. STARTING 01 OCT 07 (FY08) A NEW AGGREGATE SCORING SYSTEM FOR RIFLE MARKSMANSHIP QUALIFICATION WILL BE IMPLEMENTED. THE AGGREGATE SCOREWILL CONSIST OF THE SHOOTER'S TABLE 1 AND TABLE 2 SCORES.

6. SINCE THE IMPLEMENTATION OF THE MCCMP ON 01 OCT 05, CONFUSION HAS PERSISTED THROUGHOUT THE MARINE CORPS AS TO THE DIFFERENCE BETWEEN MCCMP AND THE ENHANCED MARKSMANSHIP PROGRAMS (EMP). THE MCCMP IS THE OFFICIAL INSTITUTIONALIZED MARKSMANSHIP PROGRAM THAT ENCOMPASSES FUNDAMENTAL AND COMBAT MARKSMANSHIP TRAINING. EMP WAS A TEMPORARY SOLUTION, CREATED BY VARIOUS COMMANDS, TO THE MARINE CORPS' NEEDS FOR ADDITIONAL COMBAT MARKSMANSHIP TRAINING UNTIL A FORMAL INSTITUTIONALIZED TRAINING PROGRAM COULD BE DEVELOPED BY MCMCOE, TECOM. EMP HAS BEEN OFFICIALLY REPLACED BY THE MCCMP. ALL MARINES/RECRUITS REQUIRED TO CONDUCT ANNUAL RIFLE MARKSMANSHIP TRAINING MUST COMPLETE TABLES 1-3 OF MCCMP. INFANTRY MARINES ARE REQUIRED TO COMPLETE TABLES 1-4 OF MCCMP FOR ANNUAL RIFLE MARKSMANSHIP TRAINING. FOR THE PREDEPLOYMENT TRAINING PROGRAM, ALL MARINES WITHIN NON-INFANTRY UNITS MUST COMPLETE TABLES 1-3 OF MCCMP AND ALL MARINES WITHIN INFANTRY UNITS MUST COMPLETE TABLES 1-4 OF THE MCCMP PER THE OIF/OEF PREDEPLOYMENT TRAINING PROGRAM MESSAGE DTD 17
