My permanent address is listed in Wake County, where the sheriff reportedly will NOT sign off on Form 4s.

I am currently attending college in Orange County (and don't know about the CLEO here).

Since I cannot get the Wake sheriff to sign, would I be able to apply in Orange (or potentially another county) for the simple signoff?

The CLEO has to sign that you are a resident of his county. As college often times does not affect residency I would no go this route.

The Sheriff is not the end all however. There can be several CLEO's. Have you tried the County Attorney, Chief of Police and possibly even some higher level judges. It is spelled out who all can sign off on these forms so just do some homework and check out your other options. Don't try and shortcut it or it could come back to bite you.
