Is it part of a program? The program might need to be uninstalled instead of deleting part of it.

Looks like malware "BullGuard LTD" or BullGuard Software". Download and install Spybot

Did you install a program from BullGuard or have it in your Programs folder?

AVG is an excellent anti virus. It's one of the best right now.

The file is a shell extension, which means it's currently loaded in the shell (Explorer). You'll need to either delete it from a command line on startup or find and delete its registry entry so it doesn't load on a reboot.

Like with any malware - try the antiviruses and SpyBot first. If everything fails install this program:
http://www.download.com/Unlocker/3000-2248-10493998.html?part=dl-Unlocker&subj=uo&tag=button
Then right Click the file in question and go to "unlocker" tab.
It gives you options to unlock and delete that file.
Hope this helps!
