How can I edit out part of a photograph?

I came across a really neat photo that I made my background on my work computer. The only problem is there's an item in the foreground that looks....well, "wrong".....if you know what I mean.
Anyway, can someone tell me if there's a free and easy program available that will let a complete moron be able to "remove" the potentially offensive-looking part of the pic?
