There is no ordinance against it that I know of, however the old "cities can restrict on their property" law comes into play. The only ordinance that I know of is for Indy Parks property. The esteemed Mr. Freeman can probably give you a better viewpoint on an ordinance vs rule/policy. Metal detectors? Don't know, maybe someone else can help there.

Though there are signs stating that weapons are prohibited there is no city ordinance for this. The worst that they may do is ask you to leave if you are discovered to be carrying a weapon. I have known people that have carryed there *WINK*. The security guards at the gate only check bags and coolers. There are no meteal detectors or pat downs.
Of course, concealed means concealed.
I am not a lawyer but I did stay at a Holiday Inn Express last night.
The last time I was there (don't go anymore just for this reason)they had security people doing simple searches (open your coat, raise your pant legs etc.) but no wands, metal detectors. That was a few years ago.
I went last month, shorts, tee, IWB, no problem.
I regularly work the Indian's games and have never saw security wand anyone.

I just went to a game three weeks ago and there are signs prohibiting weapons, but no guards, wands or anything. Looked to be no problem to carry, though I was not at the time.

If you go with a company outing and carry just sit by the aisle.
