Firearm in-state shipping

If the seller and the buyer is in the same state(VA) and neither is a FFL dealer, can the seller legally ship a firearm to the buyer directly or does he have to ship to a FFL dealer?

Legally yes,

But Federal law requires that you notify a shipping company if you are shipping a firearm.

Fed Ex and UPS have policies to only allow shipping to FFL Dealers. I doubt that the shipping company will let you do it, even though it is legal.
