Senate Majority Leader Mike Bishop's proposed cuts ($876 million)

$5 million: Comprehensive Transportation Funds (could affect local rail, bus and smaller local transit services).

$78.6 million: Community Health (could include choices such as eliminating 19- and 20-year-olds from Medicaid, $36 million; eliminating caretaker relatives from Medicaid, $10.8 million; cutting Medicaid reimbursement rates 2.5%, $42.6 million).

$40 million: Corrections (includes already proposed closures of one prison and one camp and efficiencies already under way, but might require closing two additional prisons and one more prison camp).

$116.8 million: Human Services (possible reductions include day care and cash assistance changes, $82.6 million; reduce Bureau of Juvenile Justice by 25 people and close four of its centers, $4.6 million; reduce foster care caseload by 200, $2.3 million; delay IT projects, $4.7 million; plus find at least $22.7 million in additional savings).

$23.7 million: Other departments (could affect anything from gas station inspections to background checks on school employees to State Police operations).

$190 million: Early retirement offer to state employees. Expected result: 9,000 retire, 2,250 replacements hired.

$75.4 million: Cut negotiated increases in state employee pay and benefits in half.

$332.7 million: Hold funding flat for K-12 schools, community colleges, universities.

Other possibilities for balancing the budget

$219.4 million: Onetime gain in revenue from changeover to new Michigan Business Tax.


Up to $990.9 million:

• End grants, including up to $398.7 million in revenue sharing to local governments, $78 million in Community Transportation Fund grants, $77 million to schools, $31 million for health programs, $22.8 million for training and welfare to work programs, $12.5 million for horse racing, $14 million for remonumentation, $14 million for State Police secondary road patrols, $19 million for the arts and libraries, $17.9 million in mobile radio service payments.

• Take $75 million from the 21st Century Jobs Fund.

• Renege on the $164.5-million promise to repay community colleges and universities for their postponed summer payment. • End $17.9-million cooperative housing tax exemption for senior citizens.

Not only has the House failed to embrace reforms, they have actually included over a billion in new and expanded programs. For example:



* $44 million to reintroduce prisoners into communities
* $21 million in increases prisoner hospital care
* $12 million taxpayer bailout for the Detroit Zoo
* $10 million new grant for the Detroit Institute of Arts
* $50 million for increased welfare caseloads
* $11 million to increase pay for day care placement agencies
* $6.3 million for pay raises to direct care workers
* $150 Million in State Employee Pay raises
* $220 million to create a new pre-school program
* $10 million to create a two new nursing programs


In this time of economic crisis, is it fair to create new programs and spend MORE? “No Worker Left Behind” programs and all day kindergarten may or may not be good ideas, but we simply can’t afford them in today’s Michigan economy. Spending money on new programs isn’t going to help our budget shortfall. If we don’t meet this crisis head on and hold our spending, we are just creating a similar problem for our state next year and for years into the future.

There is one good piece of news. If the government goes into shut down and there is still money being spent without a budget, its an impeachable offense!

Than having her removed from office...we need an MBA/CEO not a lawyer/politician for a governor...she has proven beyond a doubt that she is a bumbling incompetent, hiding behind unions, education and public safety.

Thats been exactly my point since devoss ran against her! With a money based crisis, who do you need more in office, a berkley educated liberal from canuk-land, or a CEO who knows how to run a corporation and know how to tend to the bottom line?
