Yes, provided you are a resident of Utah.
They had a problem with people getting Utah CCWs despite being AZ residents, as UT CCW was cheaper. So AZ passed a law that AZ citizens must have an AZ permit to carry in AZ.
As long as you have a DL to go with it, you're gold.

So what is that, no carry in restauraunts that have bars?

I'm not quite sure if it's a gray area (as far as restarant/bars go) or if it's black and white, but I know that AZ doesn't allow you to CCW in a bar.

From what I remember, if a restaurant (or any establishment) serves alcohol, you can't carry.
