what all do you have to do to get one? Cost? And does this allow you to buy direct from places like AIM surplus and similair places out of state including handguns? I guess i should have asked you guys to just tell me a little about the C&R License.

It is a great license to have. Not only can you order guns directly and have them shipped to you. You can get discounts at places like Brownell's and Midway for most of your supplies. The discounts make up for the cost of license very quickly. For example I just purchased a new holster from Brownell's that was $15 cheaper because of my license, that is half the cost of the license right there.
The only thing not listed to have for a C&R license is alot of money for purchases and a really big safe for everything. You can spend alot of money on some the deals you can come across.

It's actually quite painless and takes very little time to fill out forms and such. The part that could take a while is actually RECEIVING your license in the mail. Mine took only 18 days from when I mailed it to when I received it in my mailbox. I have heard of it taking as long as three or four months for some people. It just depends on how motivated they are the day they receive your paperwork....I guess.
Anyway, follow these steps and you will have your FFL in no time!
First, order your forms from the ATF website - Specifically, Form
F7CR(5310.16), on the right side of your screen:

Second, print out this tutorial and follow the steps carefully:

While you wait for your forms to arrive from ATF, find out the name and address of your CLEO (Chief Law Enforcement Officer) for your area. You will need to send him/her a copy of your application. I have heard that this is merely a courtesy and that it really isn't required by law, but since ATF supplies the "CLEO form", we should go ahead and send it.
That's basically all there is to it. If you follow the tutorial and fill out everything correctly, you should have your license in about one or two months. Be sure NOT TO ABBREVIATE ANYTHING on the form. Also, you can now pay by credit card, which is a plus because you won't have to wait for a check to clear (unless you don't mind or don't have a credit card).

Yes or whoever oversees your local law enforcement agency. When I first applied for my C&R we had a public safety director. I just renewed my license and now it is back to Chief of Police

I went to the official homepage of my city and just emailed the Chief of Police and asked him if he is considered my CLEO. I explained what I was doing and he replied the next day saying, yes, he is the CLEO in my area and gave me the address that I needed so I could mail him the copy of my application.
18 days later my FFL was in my mailbox!

PS - I wish I had applied for my C&R 15 years ago! I wasted a lot of valuable collecting time, especially after realizing how simple it is and how affordable the guns are! It's the best thing I ever did for my gun collection!!!!
