Can someone tell me why Glock can't make a GAP capacity 13 rounds like the 45 ACP. I thought they accomplished what they wanted with the GAP (smaller grip) by shorting the case. If the circumference of the cases (ACP& GAP) are the same why can't the capacity be the same.

Those 10 rounds are staggered fitted into a Glock 17/22 sized frame and magazine, not the wider frame of the Glock 21....
The GAP round fits front to back into the same sized mag, but staggering the rounds outwardly moreso would require a wider frame...
I think the 10 rounds of Gap into a Glock 37 are quite adequate!
Compare a G17 magazine to a G21 magazine and you will see the answer appear before your eyes.

One thing I have always Seen and have Heard is some cops feel safer with a handgun that holds 13 to 15 Rounds in the mags with a couple of spares on the belt.small Burgs and sheriffs dept deputys most benifit from these since Back up may be many miles away and they may have to keep twoor more purps pinned down until the troops arrive,City Police Are rarley more than several mins from the clooset unit to reach them.Other than the famous Bank Robbery shoot out in CA and Miami Shoot out incidents where Officers run out of Ammunition are very rare.Another concern is an Officer is Both Leagally and Morally responsible for every Round that comes out of his gun I dont feel out gunned with a 1911 for SRT as I know the Gun Will stop any threat as long as I do my part with a G37 with 10 +1 and two spare 10 rounders on my belt I feel well armed for just about anything thatmay arise and if not I have my patrol rifle to fall back to.
