What would be the approx cost of switching a USP40 variant 7 to variant 1? Is this difficult to do or is it something only a authorized armorer can get parts for?
Also, would like to get a ballpark cost on a used USP .40 full sized.

I have a USP fullsize that I paid $390 for. It was NIB when issued to me in 2004 and I bought it off my department when I spilt for CO.
The cost on one will run from $350 to $800 depending on where you get it, condition, what state you are in, etc.
Switching from a V7 to a V1 is simply a matter of changing out the detent plate. They are cheap enough at L.E.E.D.

Not exactly.
Variant 7 is DAO with no controll lever. You need a SA/DA hammer and sear, a detent plate, a controll lever, and whatever else I'm forgetting. You can look in your owners manual and you will see what parts are used for what variants.
Variant 9 to variant 1 is an easy detent swap, but for variant 7, I would let H&K handle it.

Seems like the civilian markup for USPs is tremendous. So it seems that the argument that Glocks sell to LEs at a exponential rate vs. HK due to cost is a pretty weak one knowing what LE depts pay for them. I know I bought my first USP 45FS in 1997 for $500 as a civy was fair. So my question here is if Glocks sell for relatively the same as HKs to LE/Mil. then why is the civilian market price for HK's dramatically different than Glocks?
GoBlue, unless your pretty familiar with a detail strip, I would recommend an armorer doing the changover for you in case you use this as a backup or as duty. Having a malfunction with a do it yourself job could cost you and your dept. in the long run. I'm no armorer but have the HK armorers video of the USP series and that detail strip is not as clear cut as some may portray. Having the USP manual is a basic guide. Going to some websites for pics of the detail strip offers some help but they were a bit vague and some parts have very subtle differences for re-assembly. I miss being near LEEDs, it was my main supplier when I lived in Wash.

Racine, the price ($390) was used, on a buyback, through my PD, to the gun broker.. The PD paid $6-700 back in the 90's NIB.

You said it. That's why Glock has 60% of the USLEDM for issued pistols.
My old department had $ and liked to throw it around. We had USP's up until we went to Sig P226R's and Revolution 1911's for pistols, full auto FNH P90's and Wilson Scattergun 870's.
