Terms and Conditions & Privacy Policy

Hi ladies!

I guess most of us have seen the little letters saying "Terms & Conditions" and "Privacy Policy" on various websites.

My question is, is these privacy policies and terms and conditions on various websites..

...an obligation for the web site owner?
...have a general draft where it is ready to be downloaded for new website makers?
...are composed individually from web site to web site with freedom to compose what ever the owner of the website wants?

Please help!

They are generally different for different sites. I don't think they restrict the site owner as much as you by your agreeing to abide by their rules. They also have the info about privacy policies and such in there.
