I can't seem to locate a dealer who sells the new 21SF magazines or the rumored 17SF magazines.

Everyone. All new-stock Glock mags coming from the factory (at least for the .45) are these new "SF" mags. When I ordered some online, this is what I got, and when I bought some at the gun show this is what he handed me over the table. Glock no longer even makes the old-style G21 mags now.
Exactly, all the new ones are compatible with the SF and will have a "2" marking on them.
Midway has them on sale right now for $ 16.99.

A little off topic
My 21sf came with two mags. One had a cut out, the other did not. I had ordered 3 more used mags from OMB, and when they came in, no cut out. I live in CA and had the impression I could not get the ambi mag release, so I wasn't worried about which mags I ordered. My dealer traded out the wrong mag that came with the gun.
I made a pattern by wrapping paper around the mag with the cut out and traced the hole with a sharpie marker. Next I cut the hole out of the paper with a razor blade. and then traced the hole onto the other mags. I cut the hole in the mag with the razor blade and they all worked the way they were supposed to. I was surprised the skin on the mags are so thin.
It looks like Glock has a few trolls somewhere in ?? cutting these holes out the same way I did. I even cut the top notch at an angle like the factory mag.
Take your time and you should do just fine.
It would seem that all GLOCK mags are now being manufactured with the ambi release cutout. Wife got me three (1 G17, 1 G22, & 1 G19) for Christmas and all had the cutout. She ordered them from Midway.

They are not necessarily G21SF mags. They are G21 mags with the cut-out for the ambi mag release. There are G21SFs (& G21s) without the ambi mag release that can use the old or new type.
Same goes for all frame sizes.

I don't believe they still produce non-sf compatible 21 magazines. As such, any notched G21 mags are SF mags (which also work in the regular 21).

I could be wrong, though. . .You are correct. Some people will end up acquiring older G21-only mags because someone who doesn't know any better, or know to ask, is filling the order off an internet order or something and depleting their stock.
Shop I deal at (dealer) goes through pretty decent rotation of Glock mags and has been receiving & selling nothing but the new style for nearly a year.
