Here in Texas if a driver does not get the state registration sticker for her car before the expiration date of the current sticker, is there a "grace" period going into the next month?
Registration gives you 5 day grace period. Inspection gives you zero days.

My harley hasn't been inspected in four years. Should get around to it one of these days, but I think the grace period is 15 days.

Texas has a 5 day grace period for inspections
Texas Transportation Code
§ 548.602. Failure to Display Inspection Certificate.
(a) After the fifth day after the date of expiration of the period designated for inspection, a person may not operate:
I could find no such grace period for registrations

Txinvestigator is spot on.
Some years ago, I gave a lift to a friend to the courthouse to renew his registration at the same time I got mine done. The first question they asked him was if he had driven down there that day. (His was one day expired.) He said, "No, I rode with him," and he pointed to me, and I had to tell them that I'd swear to that fact. If not, they would have charged him the fine for operating an unregistered vehicle in addition to his registration fees. As it was, he had to swear out an affidavit of non-use.
