Michigan Licensing Fees

I have a question, why is it that Michigan has what appears to be the most EXPENSIVE permit fees of any state, from what I see alot of states are as low as $15.00 (WOW) I am sure there must be a "good" explaination, or not.

I really got screwed on my 5yr permit. They quietly changed the expiration date to your Birthday, instead of after 5yrs. My first year ended after only a few months:steamed:
