Can I sell and ship a AR15 upper to California??

Yes, uppers are ok to buy and sell in cali.
It's the lowers and builds that get all the scrutiny.

Here's the rundown IIRC:
If the build will have a pistol-grip, it may not have fh, bayonet lug, or collapsible stock. Magazine must be "fixed" (options run from a simple nut replacing the release button to the "bullet-button" contraption to "no capacity to accept" lowers).

If the build will have no pg, ie Monstergrip or the like, you can change mags as Stoner intended... the rifle will just look like crap.


So the burden is on the builder to supply a suitably neutered lower to put your perfectly legal upper on.
