Can't sell your gun in NJ? You still have to pay NICS

I tried selling my Springfield XD through my FFL buddy on GunsAmerica. After 5 months I took it off the market (didn't really have to sell it but was testing the waters).

Went to pick up my pistol today and guess what.....I had to pay a $15 NICS to get my own gun back. My FFL buddy was sympathetic, he told me the state will do this in case someone becomes unfit for firearms posession while they are attempting to sell a gun. Next thing he told me was that the state is now looking into a law to mandate a permit to get your own gun back.
