Can I add a mag well to my glock 35 ie. Dawson Precision Ice and still use it to compete in IPSC, IDPA and USPSA?

IPSC and USPSA, yes. Keep in mind you'll be forced to shoot in limited or limited 10 (no more than 10 rounds in the magazine).
If you're wanting to shoot production then you're going to have to leave it stock.
IDPA, I don't think so unless there's a modified divison. I've never shot IDPA. I've always shot IPSC or USPSA.
I shoot a G35 in limited division with a Glockmeister magwell. Fantastic weapon.

You can use it in USPSA/IPSC in Limited or Limited10.
In IDPA you can use it in ESP as long as the pistol fits in the box. Check the IDPA site for dimensions.

If it will go in The Box 1 5/8" deep with the funnel in place, you can use it in IDPA ESP. If the box won't close on it, you can't.
It'll fit the IDPA box but will put you into ESP....
I'd recommend against it. If you're asking this, that means you're new to the sport(s). The other guys have covered the bases pretty well, but I'd get at least a couple of months worth of trigger time in while shooting SSP and Production in both sports.
By the time you feel the itch to start bolting things onto your gun, you'll have an excellent idea what you want. :)
You can use it in USPSA's Limited, Limited 10, and Open divisions, but you'll be woefully uncompetitive in Open. If you take of the Ice magwell, you could shoot Production Division too.
In IDPA, you can shoot it in ESP with the magwell (as long as it fits in the box...might be close). If you take it off, you can shoot in SSP too.
Keep in mind, some of the divisions above also have restrictions on type of holsters.
I found open magwells, even with the weight help, to be a pain in my backside. I like the slugs better. But that is just me.

Don't forget that for IDPA purposes you can't use a brass attachment for a magwell or seattle slug. Plastic or Steel only.

Don't forget aluminum. Taylor Freelance lists an aluminum slug plug on the website, although they were out of stock last time I checked.
