Exposure or flash problem?

First of all, the person in the photo is friend from long way oversea, she is completely new to digicam and owns a Panasonic Lumix P&S camera, sometimes the photos turns out perfect using flash but most of the time they will look like the photo below, she is sure her body movement was zero and the cam was rested on a solid table.the back ground in these photos are clear and sharp , any insights?

Just my wild guess - does her camera have a fill-in flash (some call it slow sync, I believe)? If so, it is possible that the camera selected relatively long exposure time and she moved during the exposure (that's what it looks like).

There should be a mode where the entire exposure depends only on the flash, not on the ambient lighting. Ask her to use that.
