Can it be done with FLitz and a dremel?

You're gonna need sandpaper or a file to get that out, won't be much but judging by the pics. it's gonna be more than simply flitzing it.
Best bet would be to dremel out the deep stuff taking note that you'll have to blend it all together so you don't have a big low spot in your slide.
Blending is best done by hand.

when i started bluing guns years ago the first thing you learn is that to remove pitts or blemishes is you have to remove the metal around them. that one there is going to be tough to do and make it look unnoticeable. if you refinish the slide in parkerizing or a matte spray on finish it wont even show and no one but you will know its there.. regards rick
It's rust. You still haven't removed it. You NEED to blast it, glass or garnite.
Then you'll have to do some fancy filework. Then polish, and blast again to get the matte finish that will hide the work best. Then blue/black.
There's a reason we don't do this stuff cheap.
duracoat has a sanding primer that will make that vanish, after removing rust.

To get down to the bare metal and remove the rust use naval jelly. Available at most hardware and marine supply houses.
