Maryland compliant SIG

Greetings. I found a source for new old stock SIG P245, discontinued compact .45 ACP. I wanted to know what Maryland compliant means? Does it mean that the handgun comes with an envelope with 2 fired cases?

I also heard that the new MD compliant have a new lock?

Does Maryland compliant ever mean internal handgun safeties or other mechanical special features?
