So, one of the reasons LE is switching to the AR platform is supposedly to deal with criminals wearing body armor. Well, my question is this: If LE uses hollow point bullets, does that lessen the caliber's ability to penetrate soft body armor? If it does, then wouldn't standard ammo be best? And if it does defeat the armor, would a hollow point have enough velocity to actually expand? Or, would it already be so deformed it wouldn't be able to?

Your assumption of LE using only JHP bullet designs is incorrect.

speed defeats body armor. Bullet makeup isnt that big of a deal.

.223 will penetrate any normal soft armor I can think of...esp. the types not available except for military.

Hollow point .223 will likely fragment instead of "expanding" like a typical handgun hollow point round would.

There is no military only armor. you can own the same stuff we do.

Ok...sorry, I will say it as soft armor worn under clothing usually. And with that armor, the stuff I read stated that you need a hard trauma plate to stop those rounds.

That's true. But, you can buy exterior tactical vests. The vests that go under your clothing is the kind that most officers wear under their clothing. IIA, II, and IIIA are soft body armor. That's what exterior vests are too. To make the body armor capable of defeating rifle bullets, you have to add plates.
