What's involved if an LEO, as an individual, wants to possess/build a short barrelled(11.5-inch) AR? The advantages of such a setup in the confines of a patrol car should be noticable. I'm totally in the dark on the subject, so be kind. ;)

An individual LEO has no special privlidges when purchasing/manufacturing/owning a NFA item such a silencers, short barrel shotguns, and short barrel rifles.
The first requirement is living in a state that allows NFA items such as the short barrel AR-15 you want.
I assume that you want to put a short barrel or short barrel upper on an AR-15 that you already own.
First get two ATF Form 1 and two sets of fingerprint cards. To complete the Form 1, you need to know the following:
-Name and location of the original manufacturer of the weapon
-Overall length (stock extended if collapsible)
-Barrel length
-Caliber
-Model number
-Reason why you want to build it (add to collection is a pretty good cover all)
Attach a 2"x2" recent photo to each copy.
Get the Chief Law Enforcement Officer of your residence (chief of police, sheriff, etc) to sign off.
Send the 2 copies of your Form 1 and the 2 completed fingerprint cards to the ATF with a $200 check or money order payable to the Treasury Department and wait about 3 months for them to approve.
Once you get your approved Form 1 back with the tax stamp attached you may then manufacturer your short barrel rifle - i.e. put the 11 1/2" barrel or upper on it. You must engrave your first initial and last name and city and state somewhere on the gun. With AR-15's most take the pistol grip off, and engrave on the frame where the pistol grip will cover it.
Some things to think about:
A pre-ban SBR can have all the evil features, but a post ban SBR is still prohibited from having the bayonet lug, threaded flash hider, etc. A grey area is LEO post ban rifles in pre ban configuration. It is legal for a LEO to own it with the pre ban features, but the LEO registers it as a SBR it is still considered a post ban rifle. Thus I would think it would not be able to have the threaded flash hider, collapsible stock, etc. Only a Class II manufacturer can manufacture post ban LEO assault rifles.

That '5 less inches in length' doesn't seem so attractive, after all. ;)
