I wish to contact our state police to try to convince them to allow the .357SIG to be among the allowed duty calibers.
Where to start?

Don't be confused, the .357 is catching on. Maybe not as fast as the .40, but quite a few LEA's have moved to it with great results.
1. Need to find who has the authority.
2. Maybe start with academy staff?
3. Or HQ planning staff?
4. Is this for the Patrol or state approved list?
5. Most state patrols settle on one brand and one caliber. Ergo, one set of leather and ammo distribution.

I might not have been specific in stating my original goal. My idea is to convince the state police (which oversees my auxiliary agency) to allow us to carry the .357 SIG if we want to. In SC, State Constables must furnish all their own equipment at thier own expense. The state would not be paying for any new .357 pistols for us.
What I need is documentation on .357 SIG as an effective round. Ballistics, who already uses it, etc.
ok, so we are talking a sales pitch here, My kind of thing.
first find an angle, be it, I have this gun i want to carry it.
the best people to get info from is SIG the company!
Here are some BIG selling points, it has the power of the 357magnum in an auto cartrige! more reliable due to bottle necked design.

Texas DPS (aka rangers)
Virginia State Police
U.S. Secret service
Airmarshall's (yes its confirmed my boss is a trainer for them, and they issue 125 grn gold dots. in a SIG 229)
try calling SIG ARMS see if you can get a rep to blow some smoke to them, its those guys living to make the guns/caliber available. maybe even call GLOCK, ( whatever gun you want to use)
if this is your personal thing, start with your direct CO, chances are he will push you up the ladder until eventually you either hit the guy you need, or get shot down.

as i understand it you are limited to 9, 40sw, 38 spl, and 357 mag
and are not allowed 45 acp, 10mm, or the 357 sig - right?
kindof weird that they dont want you to carry certain calibers, but have no restrictions on type of gun (SA or DA/SA), or how much or how little you spend on it (but they might laugh if you have a high point - eh?)
i believe the lexington sd issues the sig, maybe a friend of yours in that dept can put you in contact with someone who has a brother who is a friend of the guy who knows what other sc depts also issue the sig
(of course the fact that the columbia pd issues a 45 sig should also support allowing 45's too).
if you can put together a list of depts that issue the sig, then sled might be more likely to relax their policy a bit
what is the penalty for violating this rule?

Approved duty calibers for SC Governor's Constables are:
.38 spl
.357 Magnum
9mm
.40
.45 ACP (added two years ago)
The penalty for carrying a firearm chambered in an unauthorized caliber would most likely be loss of one's commission.
