I did a quick search on google, unfortunately most of the results are for programs. But a good suggestion is to restart, whatever program could be using the file won't be anymore.

I had this problem with a few things on my desktop not too long ago, but sorry I can't remember what I did. It required a little bit of digging, I remember that. I'll think on it and come back later to see if you've figured it out.
