Florida non resident gun licenses? york pa

Anyone know of any places in york or york county pa where you can apply for a FLA non -residents license..also what is the difference from FLA and Utah licenses..and what do you need to get one of these??

Utah is cheaper but requires a Utah specific firearms class.

Florida accepts just about any firearms training, including hunters ed.

Both require fingerprint cards.
