Yes, they can. However, I would recommend buying re-manufactured ones instead of refilling if you're looking to save money.

I agree because toner is a carcinogen. You don't want to be handling it.

Yes, but not worth the trouble. Refurbished HP 12a at Inkstop run 55.00 and new HP 12a at office depot run 59.00
