That happens, but it is quite rare and is generally well deserved.

Case in point--- A man petitioned my lodge and lied about a past felony conviction on his petition and in his interviews. IF he had come clean during the interviews, he probably would have been voted upon favorably. Since he lied, he received an unfavorable vote.
