They do that so the person can never fight to get any backpay, once he/she is fired. Generally it's a GOOD sign that an officer will eventually be cleared in my agency, when they are suspended without pay (less serious offenses like certain policy violations). Once they are reinstated, they almost always then receive 100% of lost wages. If it's a fire-able offense, the officer usually keeps their pay until termination.
