Dry chlorine?

I've read where you warned about the limited lifespan of liquid chlorine to disinfect water. Good point to remember.
What I was wondering is, how about dry chlorine, such as the kind you use for swimming pools. Do they have the same problem, or are they otherwise unsuitable for water disinfection?
