Fwiw, 800 milliamps = .8amps, not .8 watts. Watts - amps*volts; this one at 5 volts (times .8 amps) does equal 4 watts.
Decent price, but not phenomenal imo. Still $7.50 per watt; which can be had pretty regularly nowadays, usually the per-watt cost decreases as the units get larger. IE, you can get a 250-watt panel for $2 per watt or so at a lot of places.
