She's in denial. It's common and there really isn't much you can do about it. The thought of "anything bad" happening to her is too scary, so she chooses to ignore it.
If you want to get her shooting you're going to have to approach it from the fun angle. Maybe a .22 or a pellet gun, popping some tin cans or something for a few minutes.
