It's not a state level restriction; it's at the Federal level. Since you would be crossing a state line.

No out of towner can purchase a pistol over the counter in another state. Same rule applies to individual sales. You are only allowed to sell/buy from someone within your own state.

The exception might be if you hold a valid FFL Lic.
