Good thing the dorms at the U are almost nonexistant. It sounds like another case of "don't ask; don't tell". By that I mean, how are university administrators supposed to know that a particular student has a concealed weapons permit? I sure as hell wouldn't tell them.
I think the so-called gun lobby in Utah was being wimpy. The state won the first lawsuit. They'd win the appeal, as well. Now the university knows they can file a lawsuit any time they want to twist the legislature's arm. This is not the time for compromise, especially on issues of principal.
This is the law:
There is no possible victory in defense,
The sword is more important than the shield,
And skill is more important than either,
The final weapon is the brain.
All else is supplemental.
