smoking ban and casinos...

Why would (or should) Indian casinos be exempt from any smoking bans? I understand the sovereignty issue, but I don't understand why this right is only partial.

Who issues the liquor license to these establishments? The local .gov does.

Can these bars serve alcohol to guests between 18 and 21 years of age? If they are exempt from the smoking ban, why do they have to obey state age restrictions on drinking?
