I am looking for a Model 20 or 21 frame preferbly gen 2 or 3 but will take a Gen 1 and any parts for the same including slides any condition.

SCC, I have a "smooth" 20 flat finish I'll check, but I think its a Gen 1

SCC is right guys. G-20s and G-21s came out after the transition to Gen 2. The earliest 20s and 21s will have the "grenade grip" without finger grooves or rails. All of my 20s and 21s are of this early type, but they're not Gen 1s.

This is where I get confused. Why would the first 21's that came out not be called gen 1 21's? Thats what they are right? when they added the rail or updated it, wouldn't that make that a gen 2? I know that the frames are what dictates generation, but since all glocks were not introduced at the same time, there are different generation variants between models.

Simply because the Glock frame generations by model are confusing enough as it is!

I think it follows that the Glock Frame generations were (with a couple notable exceptions) the same across all models at the same time. In other words, for the years that Gen 1 frames existed all of the models made during that period had the same frame. Likewise with Gen 2, Gen 3, etc.

In other words, the generation of frame has to do with the design that Glock was running with for all of its models at the time.

Still, there are transition models and some models that have variations anyway. Confusing? Yes, a little. The problem is it REALLY gets confusing when everyone isn't singing from the same sheet of music, and uses different terminology. Can also result in the OP getting something he's not really looking for, and then he'd be unhappy, so that why I felt a little clarification would be helpful.
