How to sight a rail mounted laser?

What are the basic procedures for sighting in rail mounted lasers that have elevation and windage adjustments?

Do I want to sight in at point of impact which of course will be affected by distance, or compensate for the distance from the muzzle bore to the laser aperture? Thanks.
