Mike, the IIa vest is at its best when all-day comfort and concealment is a key need. In a rarely-worn home defense vest, I'd ratchet up to Level II or Level IIIa.
Surplus yes, if it's brand new; Used, no, unless you know you're buying it from a totally trustworthy person who knows how to take care of soft body armor. So many things can damage soft aramids (having it dry-cleaned with anything but perclorethylene, for example) that it's probably just not worth the risk to buy a second-hand ballistic vest.
