Time to complete SBR

I'm planning an SBR build in the near future but am worried about what might happen if Obama get's a second term as far as AWBs go.

If I buy a stripped lower and send off the paperwork is there some sort of time limit to completing the build or could I store the lower for a year or more then complete it. (Crossing my fingers that it would be completed sooner.)

Also, let's say I specify one barrel length then change my mind in the future would that pose any issues? Going to a longer barrel? I imagine a shorter would be a no-go...
