Well I prefer 7.62 x39 but I am curious as to the inner workings of the average forum member here.
I guess my question would specifically be; What Ak ( any caliber ) platform would you buy for 1000.00 or less?
Personally , I am selling my AR and accessories and find a Arsenal Slr107f to go with my Mak90 and my VEPR. The AR just doesn't trip my trigger like a AK does and I like the idea of only one type of rifle , caliber and magazine for my family. ( in case of zombies  )

SGL21 or SLR107 can be had for under $1k. Personally, that's what I would go for for 7.62x39.

I have multiple AKs of 3 calibers so I'm glad I don't have to choose. That said, if I could only have one---SGL 31 (5.45) would be my choice. The ammo is still quite a bit cheaper, I get better accuracy with it vs. the 7.62 guns, recoil is less (not that it's bad, just pointing it out), it has great terminal performance (so does the 7.62), and it shoots flatter enabling longer range shooting.
That said, there's something fun about the 7.62 thump when you shoot it.

Agreed, get an Arsenal in that price range. 800-850 or so. Definitely get a 7.62.
K-var.com, or Atlantic, or Buds guns if you're looking online.
You should be fine with the iron sights....get about 5 30 round mags also. European surplus is usually your best bet (about 10-12 bucks each). Add a sling, and you're set for some good shooting times!

If you are willing, have the tools (to do the rivets/welds) and time, this is a good option. That said, if you don't already have access to them the costs would eat the savings from buying the Saiga pretty quickly.

It really depends on which Saiga you get. They come to the US in multiple configurations.
MAC's video shows some of it:
But, some come in with the front's converted, some with the rears converted, some just as barreled receivers....

I've performed a conversion and used simple hand tools and a dremel. If you get one w/ the collar over threads it's cake. Granted welding over the old rivet holes is nice but the kit I purchased came w/ plugs.
I agree if the OP has the $ to purchase an Arsenal that is the best way. For the savings diy is a viable option.
It would be nice to pick up a Rifle Dynamics AK.
