Usually whatever you download, goes to the "Downloads" folder in your home folder (unless you tell it to go somewhere else).
Ubuntu Software Center is where you want to install software. Personally, I absolutely HATE USC. I prefer just using Synaptic. USC is good if you don't know what you're looking for, where Synaptic is better when you know what you're looking for.
You shouldn't ever really need to "download" a program from the Internet. Just open up Ubuntu Software Center, and do a search for "Chromium". When the results come up you'll see the "Chromium Web Browser" Click that one, and click Install. USC will then download and install the browser for you. Once it says its done, just go to the dashboard, search for Chrome, and click the icon to start it.
