thats right, 1 vote per congressional district and senatorial votes to whoever wins state, ME and nebraska style. Can't lose.

Population centers in states overrule those in rural or lower populated areas.

How would going to a straight popular vote help? The population centers would still overrule. And Al Gore would have been president in 2000.

i did not say popular vote, did I? What i propose is it goes congressional district by congressional district, not winner takes all. Big cities no longer drownd the rest of the state.
