One of the elements in the plan is "underemployment insurance." It is in place in a number of states. Here is a Jan. 13, 2011 article:

I mean as in not having it taken away by oligarchs, and not being prevented from making it in the first pace by those who own the government and believe in redistribution of the wealth from the bottom to the top.
