refinishing gun stock

I would like to stain/protect this stock, but it has a boiled linseed oil finish on it now.

I have attempted to apply BLO now and again just to refresh the finish, but it will not dry completely... remains tacky.

Can a stain properly adhere to the wood with the linseed oil finish?

Or can I use a matte/low gloss "clear coat" to help protect the wood from weather?
It had at one time a glossy polyurethane finish and it looked very 1970's... Give it a pair of platform shoes and a butterfly collar and she'd fit right in, eh?

Also, where can I get some leather pieces to cover the butt plate/recoil pad with?

Gun is a Stevens 311H SxS. Probably produced in the 1970-80 years.
