My understanding is based on information given directly by the author of the legislation and the subsequent and continuing amendments to refine the code.

Your post is a gross over simplification of a complex law and process and a total misstatement of facts regarding the funds.

As to the articles' themes, again, a misstatement, something obvious to a reader capable of understanding the overall issues and solutions.
