state sovreinity

Anyone heard of the new Legislation going on now about SC becomming a sovereign state. If so, any ideas on what this means for our gun rights?

I saw a story about this on the Fox Carolina news last night (3-11-09)

What do the dreamers / schemers mean by "sovereign state"??
I hope its not the same thing as was tried in 1861. That plan did not work out as they anticipated.
