If by JHP you mean conventional designed jacketed designs, I'd have to say CBC/Magtech of Brazil. With other manufacturers like Sellier & Bellot, Fiocchi & Prvi Partizan, their conventional JHPs all look like they've taken a FMJ bullet, cut off the tip of the bullet, drilled a hole somewhere in the center of the lead core and called it a "JHP".
If someone asked me about whether foreign made JHP bullets are good for SD, I'd tell them to expect it to work about as good (or bad) as a FMJ load and not to expect any kind of reliable expansion. If there is any kind of expansion in real tissue (not blocks of jello) then consider oneself ahead of the game.
