Web page administration and SEO for small business

My wife works for a small criminal law firm that has static content on their webpage and some regular search engine optimization. Rumor has it that they're spending about $20k per Month for these services.

Please tell me that there are more cost-effective ways to do this properly. They would love to start adding some dynamic content. I have dabbled in PHP and MySQL and know that real administration and SEO is more than a part-time job. Any recommendations on web admin and SEO providers?

I would tie it to a Wordpress Blog, and pair the 2 together.

Use some EZine articles to really drive some traffic... Get some Twitter traffic, possibly some forum marketing...

SEO would be used for all of this to make it truly effective. Do the keyword research prior to the article writing so that you hit what is being searched for...

Should be VERY cost effective!

I will be happy to take over the current arrangement for half price...
